Good question! Collocations don't always follow strict grammar rules; they are just words that native speakers have naturally used together for a long time. People usually use "highly" with positive words (highly successful, highly recommended) and "bitterly" with negative feelings. menu_book

Yes, it is incorrect. It is always "responsible FOR" something. Try to memorize the preposition and the adjective together as one sound! record_voice_over

What is the difference between "rely on" and "depend on"?

They mean almost exactly the same thing! You can use them interchangeably in most sentences. Both of them always use the preposition "on". link
