No, Vireak! Some actions don't need an object. For example: "I sleep" (S-V) is a complete sentence. But many verbs do need one, like "I eat..." (eat what? -> I eat rice).
Is the S-V-O order the same as speaking Khmer?
Yes, it is very similar! "ខ្ញុំ(I) ញ៉ាំ(eat) បាយ(rice)" is exactly S-V-O. The main difference is that in English, you cannot drop the subject "I".
Can a sentence have no Subject?
Only in commands! If you tell someone to do something, like "Stop!" or "Listen!", the subject "You" is invisible but understood. Otherwise, you always need a subject!
