2. Grammar: Modal Verbs (Can/Have to)

In English, we use can to show ability or permission. We use have to to show an obligation or a strong rule.

Koh Kong is a beautiful province in Cambodia. It has a long coast, green mountains, and beautiful islands. Makara is an eco-ranger. He works in the big mangrove forest. His job is to protect the trees and animals. "Tourists can visit the mangroves, but they have to be quiet," Makara says.

Ratanak is a fisher. He lives near a small waterfall. Every morning, he takes his boat to the sea. "I can catch many fish near the coast," Ratanak explains. "But I have to follow the rules. I cannot fish inside the protected mangrove forest. The fish have to grow there safely."

Makara and Ratanak work together. Ratanak can sell his fish in the market, but he has to use the right nets. Makara has to check the boats every day. Because they help each other, the forest and the sea are safe.
