Hi Bopha! Yes, "had had" is 100% correct in the Third Conditional if the main verb is "have".
The first "had" is the grammar rule (Past Perfect). The second "had" is the past participle (V3) of the verb "have".
So: "If I had (grammar) had (verb) time, I would have helped you." 😊
Teacher, the "Had had" structure is so confusing. Can I really say "If I had had time..."?
