At the C1 level, the choice between these two tenses is about nuance. Both talk about the past, but they focus on different things. Ask yourself: what is the most important information for the listener?
Use this tense when the specific, finished time in the past is the key information. The story is over.
Example: I visited Kep in 2019. (The focus is on the year).
Use this tense when the present result or the experience itself is the key information. The specific time is unknown or not important.
Example: I've lost my keys. (The result: I can't get in now).
